I hate to be the bearer of bad news, but that VIN appears to be a number job. Among other things, the tops of the 3s and the back of the 6 should be straight. The letters should not have serifs, and there should be no double-strikes. If you want confirmation, look at Bruce Palmer's "How to Restore Your Harley-Davidson" (Motorbooks, St. Paul MN, 1994, ISBN-10: 0-87938-934-6, page 197 has a very clear photo of 1946 WL case for comparison).
I mean no disrespect; just trying to be helpful. If it were my bike I'd want someone to tell me there was a problem like that.
